State of Texas
Impact Resistant Roof Program

Realizing it is unrealistic to expect homeowners to replace an existing roof that is not damaged, worn or leaking but knowing roofing in the US hail zone states needed to be upgraded to more hail resistant designs, the state of Texas took action in January 1998. The State Insurance Commissioner ordered homeowner insurance companies in the state to discount premiums as much as 35% in some areas of the state for policyholders who replace old roofs with certified impact-resistant roof materials. All insurers subject to Texas rate regulations must offer the discounts. Discounts can vary, however, among insurance companies who operate in Texas without rate regulation.

The objective of the program is to help lower insurance rates in a state that has very high losses due to hail. Under this program each area of the state is assigned a discount rate for each of the four UL levels of roof material hail resistance as tested under UL procedure 2218 (click here for test details) Level 4 (the highest rating) carries a discount of 35%. but a level 1 roof material used in the lowest rated hail zone area of the state qualifies for only a 1% discount.

Some insurance companies are voluntarily providing such discount or lower deductible incentives now in other hail prone states such as Colorado, Oklahoma, Nebraska, Wyoming and Kansas. Contact your insurance agent to determine if your carrier participates in such a program in your area.
